While working at SLR, Phil supported Mace Group on behalf of the Department for Education gain prior notification application approval for a proposed secondary school development at Wavertree Technology Park, Liverpool. The school is proposed to accommodate 1,050 school pupils aged 11-16.

While working at SLR, Phil supported Wirral University Teaching Hospital NHS Foundation Trust (WUTH) gain detailed planning consents for a new theatre complex (two phases) and a community diagnostics centre at Clatterbridge Hospital.
